The moment

A dealer license is the first public document in the life of a lot. The floor-plan line, the DMS, the F&I products, auction access, the bond, garage liability, photos and GPS units all get signed in the first 90 days.

Do you include franchise stores?
No. Franchise stores and existing dealers adding a license type are set aside. The list is new independents.
What if a dealer has no first-sale date?
It means there's no sales tax permit under that name yet, and the list prints exactly that.
