Questions buyers ask

Does a new certificate always mean a new operator?
Not always. Transfers, re-registrations and entity changes all issue a certificate, and the record doesn't show a price. Each one is still a fresh decision on coverage and service.
Why leave out individuals and trusts?
Private persons are left off entirely. Trustees are too, since the name on a trust certificate isn't the operator. It's a list of businesses.
Does the ZIP tell me where the aircraft sits?
No. It's the registrant's address. The aircraft may sit at a field a long way from it.
