The moment

In some states a contractor can't get a license until a surety bond and a liability policy are in place. So the day a new plumbing, electrical, HVAC or roofing shop is licensed, the record already shows its trade, the size of its bond, the surety that wrote it, the carrier on the liability cover, the agency that placed it and the principal who signed.

A shop that's three weeks old usually has no listing anywhere else. The license is the first public sign it exists, and the Rough-In picks it up in those first weeks.

Does a license mean the shop has work?
No. A license is permission to take work, and it says nothing about jobs or payroll. What it does give you is the day the shop started, and that's the day a seller wants.
What does the bond size tell me?
The bond tracks the scope of the license, so it's a quick read on what kind of shop you're looking at. A general contractor posts a bigger bond than a specialty trade.
Can I see which agency wrote a new shop?
Yes, where the record names it. You get the carrier, the agency that placed the policy and the limit on file. Cancelled paper is dropped, so you're only looking at cover that's in force.
